Residents have five public-comment opportunities this week, beginning with today's 9:00 a.m. Commissioners Court discussion of county authority and tonight's 7:00 p.m. ESD 1 meeting. On Thursday, August 13, the LEPC and a county budget session meet simultaneously at 9:00 a.m., followed by the BISD board at 5:30 p.m. None lists a Pacifico-specific decision, but each offers a distinct route to press for disclosure, technical review, emergency planning, and public safeguards. LIV will host a Cedar Creek Community Information & Action Forum on Thursday, August 20 from 6:00 to 9:00 p.m. at Sacred Heart Catholic Church Parish Hall on FM 535.

None of this week's posted agendas schedules a Pacifico-specific approval, tax abatement, water decision, or JETI agreement. Residents can still make a useful public record by matching each request to the body's actual authority.
LEPC and Commissioners Court both begin at 9:00 a.m. Thursday
One person cannot attend both in full. Neighbors can divide coverage: send emergency-planning speakers to LEPC and county-capacity or budget speakers to Commissioners Court. BISD begins later, at 5:30 p.m.
- Keep comments concise and tied to the agency's role.
- State one verified fact, one unresolved question, and one specific request.
- Do not tell officials that Pacifico is on an agenda when it is not.
- Bring or email a written copy so the request can remain in the record.
Where residents can speak—and what each body can address
Bastrop County Commissioners Court

Item E.4 would ask the Legislature for stronger county authority over large industrial development. It is relevant to the data-center debate, but it does not name, approve, deny, or subsidize Pacifico.
Best use of public comment: Support meaningful county authority while insisting the Court use the discretionary incentive powers it already controls. Ask for full-buildout disclosure, independent review, public access to every application, and enforceable safeguards before any Pacifico abatement.

The agenda covers operations, budget and tax-rate work, and a fire-station update. Pacifico is not listed. ESD 1 administers local fire-code review and is one of the districts from which Pacifico seeks tax relief.
Best use of public comment: Ask ESD 1 to publish any Pacifico correspondence and require a project-specific review of fire water, hydrants, access, staffing, apparatus, hazardous materials, batteries, gas infrastructure, and developer-funded mitigation before considering an abatement.

Best use of public comment: Ask when the proposed 710 MW gas facility, fuel supply, battery systems, hazardous materials, fire-water plan, evacuation needs, mutual aid, and multi-agency response will receive a public, project-specific planning review.

The only action item is the proposed FY 2026–27 budget. The agenda also includes citizen comments, but Pacifico is not posted and the Court cannot deliberate on it at this meeting.
Best use of public comment: Ask the County to fund the staff, emergency-planning capacity, public-record systems, and independent technical expertise needed to evaluate large industrial proposals instead of relying primarily on applicant-supplied information.

Best use of public comment: Use Open Forum to ask trustees to publish every J0049 filing, require a credible alternative-site showing, disclose outside advice and projected fiscal effects, and guarantee ample public review before considering any agreement.

It is a community-organizing event—not a government hearing or official Pacifico decision. The date, weekday, time, organizer, and venue were supplied in the organizer notice; the venue address is independently corroborated. LIV's public event list had not yet displayed this forum when checked August 10.
Bring project and process questions, compare records with neighbors, and organize concrete follow-up on permits, Aqua, emergency planning, JETI, tax abatements, and full-buildout disclosure.
What these meetings can—and cannot—do
Public comment creates notice, identifies missing records, and asks officials to use their lawful authority. It does not convert an unposted topic into an action item. A project-specific Pacifico abatement, JETI agreement, Aqua resolution, or permit decision would require its own applicable notice and process.
